36 Digital initiatives in higher education
36.1 What the Syllabus Covers
The Government of India has built a tiered ecosystem of digital platforms for higher education. The candidate is expected to recognise each platform, the body that runs it, and what it offers.
PYQ patterns: (a) match a platform to its coordinator / parent body, (b) identify full forms (SWAYAM, NPTEL, NDLI, etc.), (c) name the platform that does X, (d) identify NEP-2020 era new initiatives (NDEAR, ABC, NAD, ABDM, PARAKH, etc.), (e) sequence year of launch.
36.2 NMEICT — The Umbrella Mission
NMEICT — National Mission on Education through ICT — launched in 2009 by MoE (then MHRD). It is the parent / umbrella under which most Indian HE digital initiatives sit.
- Content generation — e-content, MOOCs, virtual labs.
- Network/Infrastructure — connectivity for HEIs (with NKN), digital classrooms.
36.3 SWAYAM and the MOOC Family
36.3.1 SWAYAM
- SWAYAM = Study Webs of Active-learning for Young Aspiring Minds.
- Launched 2017 by Government of India.
- Coordinator: MoE + AICTE (technical partner Microsoft, originally).
- 4-Quadrant model: (1) Video lecture, (2) Specially-prepared reading material, (3) Self-assessment quizzes/tests, (4) Online discussion forum.
- Free to learn; small fee for proctored exam + certificate.
- Credit transfer — up to 40 % of a course’s credits via SWAYAM (UGC Online Learning Regulations 2021).

- National Programme on Technology Enhanced Learning.
- Initiated 2003 as joint project of IITs + IISc.
- The engineering / science arm of SWAYAM.
- Content base: tens of thousands of hours of video lectures.

36.6 The Twin Credit Initiatives — ABC and NAD
36.6.1 ABC — Academic Bank of Credits
- Launched 2021 by UGC, operationalised through NeGD platform.
- Stores academic credits earned by a learner across HEIs.
- Enables Multiple Entry and Multiple Exit (MEME) under NEP 2020:
- 1 yr = Certificate · 2 yr = Diploma · 3 yr = Bachelor’s · 4 yr = Bachelor’s (Honours / with Research).
- Learner registers via DigiLocker → gets an ABC ID.
- Credit transfer across institutions through “credit redemption”.
36.6.2 NAD — National Academic Depository
- Launched 2017 by MoE + UGC + NSDL.
- Digital repository for academic awards — degrees, diplomas, certificates.
- Issued and stored in DigiLocker, accessible to employers and HEIs.
- Aimed at preventing certificate fraud.
36.7 NEP 2020 — Digital Provisions
- 4-year Integrated Teacher Education Programme (ITEP) by 2030.
- NPST (National Professional Standards for Teachers) by NCTE.
- 50 hours CPD/year.
- HECI (Higher Education Commission of India) with 4 verticals: NHERC, NAC, HEGC, GEC.
- GER target 50% by 2035 for HE.
